LIEDC spearheads the Entrepreneurship Development Movement in Lao PDR and is the centre of excellence for facilitating the creation of viable and competitive new enterprises and strengthen the existing ones.

The establishment of LIEDC was supported by the Entrepreneurship Development Institute of India (EDII) in Ahmedabad, in collaboration with the Ministry of Education, Govt. of Lao PDR which hosts the Institute, as well as the Department of Higher Technical and Vocational Education.

As part of UNIDO's Integrated Programme for Lao PDR, and in cooperation with the Ministry of Industry and Handicrafts as well as LIEDC, a technical assistance project entitled "Facilitating New Enterprise Creation and Enhancing the Competitiveness of SMEs in Developing Countries" (embodying the UNIDO "Enterprise Development and Investment Promotion-EDIP" programme) was initiated in October 2005. This project, also funded by the Government of India, was implemented in cooperation with the Entrepreneurship Development Institute of India. The EDIP programme (Enterprise Creation and Enterprise Growth) is currently under implementation in various provinces of Lao PDR with remarkable success.
